Muzammil Siddiqi is the director of the Islamic Society of Orange County (ISOC)[1], and served as chairman of the Department of Religious Affairs at the Muslim World League (MWL) Office to the United Nations from 1976 to 1980. Muslim World League Journal issues shed light on the views of MWL at this time. A May 1977 issue states that "all those who do not belong to ahl al-kitab [Peoples of the Book- Jews, Christians, Sabians] are classified as idol-worshippers or atheists. According to Muslim law, these are not entitled to the dhimmis' [enemies of Islam that may obtain peace indefinitely by paying tribute to the Muslim state] benefits and must be either killed or enslaved."[2] The dhimmi status is one option, the article explains, that these people may take to end the jihad against them. However, it also offers several other options to end jihad including:
"The Muslims may win the Jihad. Then, whatever warriors are captured may- at the discretion of the leader of the Islamic community – be killed, enslaved, ransomed, exchanged for Muslim prisoners, or set free. The fate of their wives and children is to become slaves and is never to be killed, for the killing of women and children was abhorrent to the Prophet, and an enslavement was probably 'an adequate medium of proselytizing non-Muslims.'"[3]
MWL was set up in 1962 by the royal Saudi family. In July 2005, Stuart Levey, the U.S. Treasury's Under Secretary for Terrorism & Financial Crimes, noted that "Saudi Arabian charities, particularly the International Islamic Relief Organization (IIRO), the World Association [sic] of Muslim Youth (WAMY), and the Muslim World League (MWL) continue to cause us concern."[4] [emphasis added]
At a rally in Lafayette Park in Washington, DC on October 28, 2000, Muzzamil Siddiqi said, "America has to learn—if you remain on the side of injustice, the wrath of God will come!"[5] [emphasis added]
Siddiqi has advocated for the implementation of Sharia law in the United States:
During an Islam Online Q&A session in 2000 Siddiqi said that, "the criminal law of the Sharia is not practiced here [in America] and it is not even required for Muslims to practice criminal law in a non-Islamic state. Muslims have to continue living their own lives faithfully and presenting the message of Islam to others. Once more people accept Islam, insha'allah, this will lead to the implementation of Sharia in all areas."[6][emphasis added]
In an interview in the Pakistan Link in 1996 Siddiqi said that, "I believe that as Muslims we should participate in the [American] system to safeguard our interests and try to bring gradual change – we must not forget that Allah's rules have to be established in all lands, and all our efforts should lead to that direction."[7] [emphasis added]
Siddiqi has advocated the establishment of an Islamic state and the idea of violent jihad:
