Philly Meeting 3 is a general discussion about the effects of the Oslo Peace Accords in the territories and a discussion about Abou Osama's experience in his visit to Palestine in 1993. The beginning of the transcript is a discussion about the need for getting people to invest on the inside and the need to keep up economic activities on the inside. Abdel Salam comments that "we must have some activities on the economic arena, even under totally un-Islamic names…, we must have a presence."
At the request of UM1, the participants discuss the "number of festivals" in support and in opposition to the Oslo Peace Accords to gauge the general public's feelings towards the agreements. Several figures, events and dates are offered up with evaluations, in addition to known individual reactions from the region.
The conversation then moves to a discussion of whether or not there will be cooperation with the Palestinian National Authority or if there will be a confrontation between Hamas and the Authority. Halfway through this dialogue, Shukri Abu Baker reminds the participants to employ previously agreed upon counter-intelligence techniques: "Please don't say the name ‘Samah' in an explicit manner. We agree on saying it as ‘Sister Samah.'" Baker also mentions that the session is a "joint workshop between the Holy Land Foundation and the IAP."
Following Brother Abou Osama's introduction by Baker, Osama tells about his trip to Palestine in 1993. His testimony concludes that "in reality, there is a lot of exaggeration meant to show that the overall number of supporters [of the agreement] is larger than the opponents." Once Osama is finished, a question and answer session begins. Questions during the session generally pertain to the police forces in the territories, including the role of the policemen and the strength of the Israeli forces versus the Palestinian forces. There are also some questions posed concerning the current control of charitable organizations in the homeland.
