Israel likes Hamas shorn stout.
Israel specifically does not desire the elimination of Hamas. They occasionally go in to "mow" them, then let them grow strong again, mow, grow, mow, grow, rinse, repeat, rinse, repeat, rinse, repeat. It's policy.
As long as Israel racks up a "sufficiently proportional" number of its own casualties each time, it's considered a success. It's horrifying (or it would be in a sane world).
Israel's government has the moral obligation to eliminate the threat to Israel yet it is always "surprisingly" unwilling to do so.
