Why is israel not featured in 2016-2017 stats

I was very interested in this report. But it seemed odd that Israel is not mentioned after 2001-2006 time period. Is that because Hamas and the terrorists in West bank and E Jerusalem are not considered real terrorists? This seems skewed or simply not accurate.
