Summary:
A declassified 2007 FBI memo refers to Muslims of the Americas (MOA) as "Fuqra" or "Jamaat al Fuqua [sic] group" and calls it "a North American international radical fundamentalist group" that "emerged in 1982 as a splinter group of Dar-UL Islam which previously espoused calls for young men to join Afghan guerrillas in their fight against the Soviet Union."
The memo adds: "[T]he leadership of the MOA extols its membership to pursue a policy of jihad or holy war against individuals or groups it considers enemies of Islam, which includes the U.S. government. Members of the MOA are encouraged to travel to Pakistan to receive religious training and military/terrorist indoctrination from Sheikh Gilani who leads an organization in Pakistan known as the Quranic Open University."
